Here is my take on teen heroes;

CHARACTERISTICS:

I am not going to touch this.  Characteristics are usually campaign, background and power/skill based.  I would have to say characteristic limits and guidelines are set by the GM

SKILLS

Academic knowledge is a must.  A student has more knowledge of what is being taught in school  than someone out of school for a few years.
 

Hobbies.  A teen may have a level of knowledge in their hobby equal to a person's professional skill.  My neighbor's kid can tell you all the players in the NY Mets and their stats from Rookie year to today, while I can't even name one player (Don't hurt me).

POWERS

I would say just one power or one aspect of a power.

For example a character with the ability to literally explode. 
Start with an AOE Energy blast, no range and personal immunity.  Then as he gets more experience have 1)  Teleport anywhere up to range of Explosion,  2)  EB cone or Line <Focused or directed Explosion> 3)  Killing attack one hex <Concentrated explosion>
